Short-term rentals in Milan in 2026: CIN, tourist tax, key boxes and the rules for operators

Anyone running a short-term rental in Milan in 2026 deals with four rules that touch the operations of every single stay: the national identification code to display, guest reporting to the authorities with their identification, the tourist tax to collect and pay to the City and, since the start of the year, the ban on installing key boxes on public land. Add to these the tax changes, which are another matter and another professional.

The CIN: what it is, how to request it and where to display it
The national identification code (CIN) is the code that identifies every unit offered as a short-term or tourist rental in Italy. It was introduced by article 13-ter of decree-law 145/2023 (converted by law 191/2023), whose text is available on Normattiva (in Italian), and it is requested on the Ministry of Tourism's national database of accommodation, entering the details of the property and the activity.
Once obtained, the CIN must be displayed in every listing (Airbnb, Booking, your own website) and outside the property, visibly. Article 13-ter provides for administrative penalties for those who rent without a CIN and for those who do not display it, which according to current readings reach several thousand euros: for exact amounts and special cases, ask your adviser. In practice, the CIN goes into the apartment's file and is checked at every turnover: the plate at the entrance and the code in the listing must match.
Guest reporting: Alloggiati Web and identification
Whoever hosts must report the details of the people staying to the police headquarters, through the Alloggiati Web portal of the State Police, within the set deadlines (within twenty-four hours of arrival, and sooner for shorter stays). To do so, guests must have been identified: a name written in a message is not enough.
On how to identify, the picture has moved: in November 2024 a circular from the Ministry of the Interior required identification in person; in November 2025 the Council of State clarified that self check-in is not banned outright, but requires visual identification, even remotely, with tools that verify in real time that the document matches the person, as reported by idealista on 7 January 2026 (in Italian). In practice: every arrival must include a moment in which someone, in person or on video, checks the document and records it.
Tourist tax in Milan in 2026: 9.50 euros a night for short-term rentals
For 2026 the City of Milan approved the new tourist tax rates: for «holiday homes and apartments and short-term rentals» the rate is 9.50 euros per person per night, as stated in the official document Tourist tax, 2026 rates published by the City (in Italian). Exemptions, limits and payment procedures are in the municipal regulation and the City's instructions: always check the current version.
Operationally the tax changes two things. The price the guest pays (on some platforms it is collected and paid by the platform itself, in other cases by the host: check how your listing is set up) and the bookkeeping: receipts, periodic declarations to the City, payments. Key boxes banned on public land
Since January 2026, in Milan key boxes cannot be installed on street furniture, road signs, fences, gates, poles and private structures that face or protrude onto public space: the City Council decided it on 4 December 2025 by amending article 90 of the Urban Police Regulation, with fines from 100 to 400 euros plus removal costs, and removal can happen without notice (Comune di Milano statement, in Italian).
The ban affects both guest access and the access of whoever comes in for the turnover. Tax regime and VAT registration: the 2026 changes are a matter for your accountant
2026 also brought tax changes for those renting several properties: the specialist press reports, among the measures of the 2026 Budget Law, a different regime for those who put more than two apartments into short-term rental, with consequences for VAT registration and taxation. It is a matter that changes quickly and depends on each person's situation: we do not summarise it here and we advise you to clarify it with your accountant before next season.

What changes in daily operations
Translated into practice, the four rules enter the apartment's file and the routine of every stay. Here is what has to work at every arrival and every departure.
- CIN in the listing and at the entrance, checked and photographed in the turnover report if the plate is inside the apartment
- A written guest identification method: who checks the document, how (in person or on video), and who transmits the data to Alloggiati Web within the deadlines
- Tourist tax: who collects it (platform or host), receipts kept, declarations and payments to the City on time
- Access to the apartment without key boxes on the street: keys handed over, coded lock on the door, box inside the building approved by the condominium
- Access for the cleaning team defined once and written in the file, so it does not depend on who is there that day
- Who does what: the host or property manager handles listings, guests and obligations; the operational supplier keeps the apartment ready and reports what it sees
